I have to correct myself, guys. This seems to be the reason why the initial version doesn't work:

the polygon count for the race (not cars) is also limited to 1400, each of those has its own data that need to be written somewhere, so instead of allocating memory for it the same as cars, they just left a fixed-size emtpy area for it in the exe, once the 1440's is done but there are more, game refuses to continue, file gets unloaded.....if you force it to continue ignoring the polygon number, game crashes as before.
i am pretty sure the creator has used low textures first (during the creation of the track), then later after ensuring all things good, he decides to replace the textures with bigger ones.
